I deleted EVERYTHING and its still telling me my icloud is full.

My icloud storage filled up and it gave me a prompt notifying me. When this happened I stopped receiving all emails. I then deleted everything because I need to be able to receive emails. However it is still telling me that icloud is full. How do i fix this?
