Apple's continuity/handoff not working since I cannot connect my iPad's bluetooth to anything!

Help. I tried it all- restarting, removing devices and what nots but my iPad's Bluetooth does not seem to connect to my Mac, iPhone, iWatch and even car speakers! With this, I cannot use the universal clipboard function!!!!
