Apple Remote Desktop won't connect if no user logged in

Hi folks, I have a strange issue where I cannot access a laptop remotely if no local user is logged in. If a user is logged in, then I can access it remotely no problem. Other computers in the company don't have this issue. I think I remember reading somewhere about a terminal command that allows volumes to be accessed when no local user is logged in but I don't know if it's related. Googling has proven fruitless so far. The remote machine is running ARD agent 3.9.8 and my laptop is running ARD 3.9.5. Both on Big Sur still. TIA.

PS – If I log in while a local user is logged in, and then I remotely attempt to log out of the local user (to perform upgrades, etc.), then I lose contact that way, too.

SOLVED. An update had been applied to the laptop and the Administrative User whose credentials are used by ARD had not been logged into since. There were a series of dialog boxes to navigate after the upgrade (Siri, Accessibility, Data Sharing, etc.), and until those were completed, remote access was not possible. Once those were finished, ARD was able to log in even when no local user was logged in.
