Are you talking about iCloud storage? If so you just need to sign in same Apple ID/iCloud account on new device.
Download it and cancel the upgrade. Neither of these will happen automatically.

But if I don't need the "extra" storage anymore? Will I have to continue to pay for extra storage, or will what I have be downloaded to my new computer?
