focus box?

Hi everybody, I have no idea how it happens but I must be hitting some kind of combination of keys , Honestly ever so slightly that it is not noticeable, by accident that cause pops A 2 1/2 x 8“ double bordered clear focus box to pop up. I have searched all the accessibility settings in any other setting I could think of that might reference whatever this is. It does not zoom in on anything but simply follows the cursor around and gets in the way. It is very annoying and I have no idea how to get rid of it. I think I just had to exit Safari and maybe shut down the laptop in order to read myself of it but I’m sure there must be some way to do it and I’d like to know how I activated it in the first place. Does anyone have any clue about what I’m describing? I appreciate any help

Thank you for your response. However, I have no idea what you mean when you say "under either panel…" What panels? Can you simply direct me to the exact spot where that function is activated? I also asked what the shortcut keys are or how it is that I am activating this without my knowledge of how to do so. I want to make sure that I avoid this in the future. And most importantly, should this happen again, I would like to know how to quickly undo it and I'm wondering if there's a shortcut for that function as well. So essentially I'm looking for answers to three questions: 1)is there a shortcut to activate this focus box, 2)is there a shortcut to deactivate this, and 3) can you provide me with the direct pathway to this function within the system preferences?
