Your Screen is Failing:

This can occur due to electrical interference. So, if there was a recent lightning strike, or if Utility Work is performed down the street, then there may have been a spark while charing. So, get this serviced. Seeing iOS9 is the version, then that indicates you have an older device. So, get this screen replaced, and then consider upgrading.

A. Contact Apple Support:

If purchased from Apple, or covered under AppleCare, then get this serviced by Apple.

Also, take this to an AASP (Apple Authorized Service provider), asking for assistance.

3. Enter: your location information
4. See: if there is an AASP nearby
5. Contact: an AASP that shows up, and find out more about the services that they offer to fix the iPhone

C. Contact A Retailer:

Contact your local retailer, seeing if they replace these cameras.

If this is an old iPad and the battery has never been replaced, it might be a defective battery.
