I have not been able to send text to radio competitions for some time. My service provider assures me there no blocks on my account. I’ve even asked Apple before! Can anyone provide any suggestions.

Your first instinct was correct. it is generally a carrier controlled feature.
However in Settings, Messages make sure SMS is turned on.
In messages the only item I could see specifically related to mms messages which is turned on. Am I missing something?
