My icloud is full because of viber backup. When teying to delete from icloud it gives this message. Will it also delete my data in my phone? I only want to free up icloud space and not delete the data currently on my phone because I am still using my viber.

Thank you for using the Apple Support Communities! If you go to Settings > General > [Device] Storage, tap the apps name, do you see the option there to Offload the app? If so, as noted in the following article "frees up storage used by the app, but keeps its documents and data.":

Understood. Deleting data from the iPhone will delete from iCloud as well. You can contact the app developer directly to discover available ways to store their app information.
