Dual IMEI, IPhone 13Pro IOS 15.4.1

Why does my IPhone have two IMEI numbers and only one sim card tray. I am in Turkey and they require me to register my phone with the government. If I register the wrong IMEI number, they will block my IPhone! They are labeled IMEI and IMEI2. Which one do I register with the Turkish government??? Thanks so much!!
