All Verification of new Software are done by Apple’s Servers(If not Jailbreaked) I don’t know much about this topic but you can try this: If your iPhone, iPad, or iPod touch won't update - Apple Support (IN)
Once you tap this link scroll down to “If you can't reach the update server or can't verify the update.”
