Can I restore Website Data files on my iPhone?

I accidentally deleted all my Safari cache and cookies. I see the files (including their size) under Settings/Safari/Advanced/Website Data. However, I'm unable to click on them. All I can do is slide left to delete them. This makes me think they're stored somewhere on my phone, but I can't figure out how to access or restore them. Is there a way?

Although I backup to iCloud (contacts, photos, notes), I don't backup Safari - so, I don't think restoring from iCloud is an option.

Is there a way to restore these files directly on my phone? Or is this a list of ghost files that don't really exist?

TIA

iPhone 8 Plus, iOS 12

If you cleared history and website data there is no way to recover anything.
