An App Store app is asking me to pay again when I want to update it
I’ve purchased fsim space shuttle $4.99 year’s ago
it wants me to update it but I I do it wants me to buy it again

Have you checked the notes and description for the app in the Store? Perhaps there's a reason why you're being asked to pay again.
Or contact the app developer, it is after all, they who want to charge you.
