Photos may open automatically, if a camera is connected, or any device, that might be considered to be a camera, for example a card in a card reader or an iPhone, iPod touch, or iPad.
Some applications might be launching Photos by default, for example Power Photos or Dropbox. Which application are you using, when Photos is starting on your own?

Thank Less! In this instance I had no devices connected. I had to go into the System Preferences/Users and Groups/Login Items and remove Photo, which was there for some unknown reason since my last OS update. Thank you much for your help
Right click on the icon on the Dock and go to Options, and be sure that Open at Log In is unselected.
Thank you for the advice. The program continues to open even with Log In unseleted
