I have Big Sur (11.6) installed on my MacBook Pro (Retina, 13-inch, Early 2015). Recently, the Photos app is non-functional. If I try to delete photos, set keywords on a photo, or import photos from my iPhone, I get the window saying "Deleting photos," but nothing happens. I installed Nord VPN week ago, but even if I pause the VPN, I still get the problem. Has this happened to anyone else? Thanks

There is a simple test here: delete the VPN software as per the maker's instructions. Do the issues with Photos still occur? If yes, then reinstall the VPN. If not, then you've discovered a software clash between the two.
You can also try starting in safe mode.
You can launch Photos with the option key held down. Create a new library. Import some images. Still have issues?
Where is your library located?
I restarted my MacBook in safe mode. I was then able to delete photos and import from my iPhone. Then I restarted in regular mode. Photos is now working. Thanks.

Safe mode deletes some caches and resets some things. Your Photos must have been in a weird state.
