My Apple ID billing info is wrong, when everything is correct?

everytime I try to download an app I get a notification saying I need to sign into Apple ID, I do that. And it says my billing info is wrong, when everything is correct? The billing address is correct and my card info is correct, same thing happens when I try update an app. I’ve tried, resetting my phone, new Apple ID, different billing addresses, my phones up to date. My iPad is connected to my phone and the same thing happens. I can download games I do not need, such as royal match, other games Don’t work, some do. I’ve tried resetting my billing info. I need help
