What model and year Mac do you have? Maybe it is not compatible with Monterey.

Monterey is compatible with

MacBook introduced in 2016 or later

MacBook Air introduced in 2015 or later

MacBook Pro introduced in 2015 or later

Mac mini introduced in 2014 or later

iMac introduced in late 2015 or later

iMac Pro introduced in 2017 or later

Mac Pro introduced in 2013 or later

Usr profile is correct ? MacBook Pro 15″, macOS 11.6.

If Yes, attempting to upGrade to Monterey with an out dated version of Big Sur is risky at best and may not even work.

Suggest updating the existing Big Sur to current version 11.6.5
