My Phone wallet Doesn’t work

That message explains the problem. Apple Pay is not available everywhere, and it is clearly not available in the region you have set in Settings/General/Language & Region. Here’s more detail→Countries and regions that support Apple Pay - Apple Support

There is currently maintenance in progress for Apple Pay that is preventing MasterCards from being added. You can track it here→Apple - Support - System Status

You will have to wait until Apple Status says it is finished with maintenance.

It shows that it is working again.
