Rosetta install failed.

I get an error when asked to install Rosetta. "Install Failed".

I'm on a new Mini Monterey 12.3.1 and all updates are current.

Mac mini, macOS 12.3

Getting error that says Rosetta 2 update is not available. We have a computer lab that we are setting up. All of our iMacs enrolled the same way. Some we have a handful of devices that will not allow rosetta to be installed. "Rosetta 2 Update is not available." Any ideas?
