How do I stop open apps from sliding off-screen when using Safari?

Unable to set Safari home page When I open Safari settings under General, the fields where I can set a specific home page are dimmed and I cannot change the home page. It is currently set to Google search engine page. It's like I'm locked out of Safari settings.

Uncheck the top 3 choices in System Preferences>Mission Control
