Recommend this to Apple:

Do your Part: Unfortunately, this is not a direct option for iCloud, as of this reply. So, recommend to Apple that the make it such. Apple won't get back to you directly, but the more feedback they reeve on this, the more they'll know what their customers' prefer, and what to include in versions to come.

1. Go Here: Feedback - iCloud - Apple
2. Select: "Mail" for the "Feedback Type"
3. Comment: on why you want this to be an option. Include the URL of this post.
4. Proceed form there as necessary

Troubleshooting Collapsing Folders:

Are you unable to collapse your folders? If so, click the ">" (greater than symbol) on the folder. See if it collapses. If these if nothing to collapse, then it there would be not symbol.

No success?

Restart your macOS.

You can drag and drop subfolders ( 6 - 7 ) over the primary folder created on my Mac section , to view all of them click on drop down arrow in left of primary folder .

Albums Only on icloud.com/photos

Looking at it on my site, Albums works, but not folders:

The mailboxes created from mail application can be dragged and dropped over each other ( in iCloud section ) but not from iCloud .com Organize email with folders in Mail on iCloud.com - Apple Support ( worked in older version of Mac in iCloud.com ) , in latest version of Mac OS catalina it's not working , your question is for mail and not photos .
