Can I exchange it?
So I have a iPad 7 keyboard case but it only has English can I exchange it for a PC like on with everything

If you bought it using Apple official channels, you have 14 days (from the date of purchase) to return that accessory and get a refund.
Shouldn't be this case, try selling it on your own, then add the money needed to buy a new/correct accessory.
