Can't unlock my iPhone

My phone has been locked, and it won't let me restart my phone. I connect to the website or iMac anything and nothing happens. I try to restart the phone and nothing happens. Only thing it allows is calling 911. I don't want to call 911 but it's the only function that works on my phone. It's been over 2 hours and I've tried every tip. At least let me reset my phone. I pay for this, at least reset or anything you piece of junk device.
