When restarted, nothing happened

I tried restarting my iPhone XR and it seems like nothing happened, still cannot unlock my phone, enter my passcode etc

Can't unlock my iPhone My phone has been locked, and it won't let me restart my phone. I connect to the website or iMac anything and nothing happens. I try to restart the phone and nothing happens. Only thing it allows is calling 911. I don't want to call 911 but it's the only function that works on my phone. It's been over 2 hours and I've tried every tip. At least let me reset my phone.
