Anytime I try to add people to my Apple Music family account it keeps telling me to add payment method and I’m sure I have available gift card balance that has been charged already for a family plan ?

Apple Music is a subscription. Apple requires a credit card be on file when you have a subscription. Your balance will be charged if enough is available, but you still have to have the credit card on file.
