Photos cannot load

Hi! I've made three payments for the upgrade of iCloud storage and I am still not able to see the select few photos in my album. When clicked on, it shows that the photo cannot load. I would like a refund and I need to know how to get access to the photos that cant load in my album. Thanks!

iCloud photos missing on all Apple devices Nine months photos just disappeared from icloud, gone from all devices. Not deleted by me, not hidden, same icould account all devices. Apple support don't know why and can't rescue them. It is photos from June last year to March this year, so not even resent photos. I thought I could trust iCloud as a safe back-up solution, that I pay for every month. But apparently not. Anyone else with the same experience? [Re-Titled by Moderator]

iPhone Photos keep re-appearing after deleting Hello, My iphone storage is full and I try to free space with deleting videos and photos but iphone immediately return them back or they are restored after several days. I’ve tried with turning off Icloud photos but that didn’t help. Now i can not free space, but I would like to. Could someone know any solution for that? [Re-Titled by Moderator]
