"Unable to Upload" Photos

In Photos, I have an iCloud icon and an "Unable to Upload" label. All the items are in my Photos Library, but if I delete a photo or video from the "Unable to Upload" folder, it deletes from my Library and iCloud. Any suggestions on getting rid of the ~ 14 gb of "Unable to Upload" without impacting my Photos Library? Thanks.

Apple Photos stuck uploading forever I have about 50 000 photos in Apple photos. I sync my phone and several macs with the paid version of iCloud and have plenty of free space. On one of my macs, the Photos app has been stuck with "Uploading 41 Items" for months. All other synchronisation seems to work fine. My instinct is that there is something broken with one or more of these 41 items, but I cannot identify which items they are. Any tips on how to get this unstuck?

I misinterpreted--these photos and videos did not download to my iCloud. Any suggestions on getting these files from Photos to iCloud? Thanks.
