In one room, we have an Apple TV A1625 that shows it's getting 1080p, and in another room, another A1625 shows it's only getting 720p.
That TV is rated at 1080. So is this Apple TV an earlier model of the A1625 that goes only up to 720p?

Is the TV 1080i or 1080p? It needs to be 1080p for Apple TV to bring 1080p. 1080i TVs may get 720p.
Else try resetting the video settings. Settings﹥Video and Audio﹥Reset Video Settings. That should poll the capabilities from the connected TV again.
