No Dolby Vision support on 9th iPad?

What I know the latest 9th gen iPad should support Dolby vision based on this

Video Playback

Supported formats include HEVC and H.264
Supports Dolby Vision and HDR10 content

However I can't get any dolby vision test files to work. I've tried multiple files and players. For example none of these https://developer.dolby.com/tools-media/sample-media/video-streams/dolby-vision-streams/ files work in safari and infuse player plays only audio. I’ve tried also VLC player. Those files plays fine on my iPhone Xs.

Is it so that Apple dropped Dolby vision support from the 9th gen iPad and tech specs are misleading?

The linked test files are very slow to load - even over fast internet connection. You may have to wait for many minutes for the file(s) to load before they will begin to play.

That's not the issue. I have downloaded those to my iPad also and tried local playback. On safari it loads a while (I have 1Gb fiber) and gives an error. My iPhone Xs plays fine on safari.
