If I go to my software update it’s shows that my software is upto date but I can used it to download app in the App Store because some apps require iOS 13 or 14 to be installed

You can't download the current version of that application to your iPhone; the option of getting an older one will only be there if you've previously gotten it and the developer has left it available.
