I cant add card to Wallet

I cant add any card to my wallet. Two Ukrainian banks account, everything is working correctly on their side, and any time I try to add a card to apple wallet I see the issue message. But can add these card to my appleId payment account, I don't understand why it's not works for Apple Wallet
