the battery condition shows- service recommended. maximum capacity- shows 100 per cent.

If this is brand new you have 14-days for a full refund or exchange for one that works as expected out of the box.

If it's new and won't charge get it back to whom you bought it from ... it's defective. Or do you mean "new to you"?
