See Sync app info from your PC to devices with iTunes - Apple Support and If you see an alert in iTunes that says syncing contacts and calendars has been deprecated - Apple Support. You're probably going to need iCloud for Windows - Apple Support.

Tried to do the iCloud for Windows and as soon as it synced with Outlook it erased all my contacts, calendars and tasks. fortunately i was able to recreate most of them. Not sure what to do next. Did get existing iTunes to sync phone and Outlook.
