iPad screen random flickers and jumps? Help!

I bought a Refurbished iPad Wi-Fi 32GB - Silver (7th Generation) from the Apple store only last week.

Transferred side by side all the info and back up from an older iPad from 2018 and all seemed to go well.

Now when using the new iPad, randomly the screen flickers and jumps all over the place making it unusable? 

Does anyone have a solution for this before I get in touch with Apple and a possible return?

I am all up to date with the iOS.

Do I wipe it and re-install again from scratch as I still have the older backup iPad here.

If so, are there any instructions to do this, wipe and re-install.

Or is this random flickering a known issue?
