Instagram can't be used both on the app and also on the browser on my iPhone 6S iOS 10.3. Whenever I would like to open the Insta app and browser, the display appeared like in the picture attached. Why?
Because your web browser is extremely out of date and can't display the web page correctly. Update your iOS as others have told you and it will update Safari along with it.
If you actually have an iPhone 6S, update it to the latest version of iOS.
Otherwise post back with relevant information.
iOS 10.3 is badly out of date. Update to the current version.
Then possibly Instagram is not properly rendering their website on a device running iOS 10.
