I want to get a apple watch from a friend and it is a gps + cellular watch. Am I able to wipe the watch and use it for gps only, like my current watch that is gps only, and used to only mirror phone like it? I would like to know if it can be disabled from his cellular plan or phone in that aspect.

Yes. You do not have to setup the cellular feature if you don't want it. See the 'Set up cellular on Apple Watch' section in:

Yes, you can use it as a GPS only model, but your friend has to follow the steps listed in What to do before you sell, give away, or trade in your Apple Watch, or buy one from someone else before giving you possession.
