My son permanently lost his Recovery Key and access to all trusted devices. Support indicates if this is the case, you can't change your password. What else can be done to regain access to Apple ID, iCloud, etc.?
If your son has set up a recovery key, then since lost access to all trusted devices, and does not remember password
there is no way to gain access to the account again, unless he can either find the recovery key, or remember the password
Can he still use the same email to set up a new apple id?
Most likely not, as you can only have one apple ID per email address
