When you set up Apple Pay, you identify one or more credit cards to associate with it. To "$0.00 out" you would need to remove your card(s).

If on the other hand, you are referring to a residual amount, associated with the Apple App or iTunes stores, go to iTunes Support or iTunes Support World-wide and request that they zero it out.
