If you try to eject it while the machine is booted from that drive, it will not eject. If you physically unplug it while booted from that drive, the machine crashes. Hard.

if you mean that you've already installed monterey on the external drive and now wish to remove monterey from it, just open disk utility and erase and reformat it like you would do with any other storage device.

There is no "uninstall" for macOS.
Not that Disk Utility will not allow you to erase the drive you started up from. You have to be started from another disk or to Recovery.
