My iPhone SE is stuck on "uploading 18 items". Duh, there aren't ANY pictures in Photos to upload. What the @#$%^&* is it uploading???

OK, I did a factory reset and iCloud recovery. All is well. But this is not an easily excusable fault.
Go to Settings/[your name]/iCloud and see what switches are turned on. Those are the items that are uploading.
Then you have 18 photos, either in the Photos app, Messages or email.
Except, I don't. I cycled power, and the "uploading 18 items" disappeared. But then I took ONE picture, uploaded it, erased it, and the "uploading 18 items"message immediately came back. That message isn't going away after many minutes, and my wifi is fast.
So, ten minutes later, it says it's now uploading 17 items. Nope, I don't have any movies or videos on my phone! I guess it's possible it has decided to upload EVERYTHING. Why would it suddenly want to do that?
OK, I unchecked ALL the switches. It's still saying "uploading 18 items" when I go to Photos.
So, the six million dollar question is, how to I find out WHAT 18 items it thinks it's uploading?
Ten hours later it STILL says it's uploading 17 items. Without any useful suggestions, I guess it's time for a major reset.
BTW, ain't nuttin' on my phone that takes ten hours to upload.
