Microsoft Exchange Contacts not Syncing

Have an iPhone 11. My Exchange email is syncing fine. Contacts do not. Have completed multiple troubleshooting steps, checked all the settings I can find, removed Exchange account and set it up again. No luck.

What next?

If you have a corporate email account added through a profile on your device, please check with your organisation's system administrator.
