Mac seemingly refuses to load internet content

Very often when doing anything that would require something to be either up or downloaded, my Mac just won't do it. Even loading Communities it wasn't loading anything for some time (as show by my iStat Menus menu bar item). It just seems to "wait" for some time or even straight up seemingly refuse to do anything. This happens with everything that has to do with internet. Downloading and uploading. For example websites, videos and the like in safari, downloading or uploading stuff to Calendar, Notes, Reminders or even Music. Sometimes it hangs for a minute after a song has played before it all of a sudden loads the next. Even when forcing stuff, like updating the Cloud Library, it says its updating while absolutely no traffic takes place, sometimes never, I have to restart the machine to maybe get it to work once. This is very strange and consistent across all types of networks, however its not always been like this.

Why could this be and how do I fix this?

And please spare me with the standard "update" mumbo jumbo.

its a 2017 4 thunder bolt MBP running 12.3.1, all apps are up to date, I do have Adguard installed but that shouldn't tamper with all traffic, nothing else that I am aware of but iCloud relay.

To trouble shoot further you can:

—SafeBoot How to use safe mode on your Mac - Apple Support

Takes a bit longer to get to the login screen, does a quick disk repair before it fully boots up, and certain system caches get cleared and rebuilt, including dynamic loader cache, etc.

Login and test. Reboot as normal and test. Caches get rebuilt automatically.

In Safe mode third party system modifications and system accelerations are disabled, it removes malware, etc hampering smooth operation, however a reboot will put it back to normal mode.

This test will tell you if third party interference; extensions etc are not loaded in safe boot mode.

—Test issue in another user (or guest user) account Set up users, guests, and groups on Mac - Apple Support

This will tell you if it a universal issue or isolated to your user/admin account.

Uninstall all third party apps that are Cleaners/Optimizers/VPN/Anti-Virus

all known to cause issues on the macOS
