Garageband says it wants to download new sounds. It tells me to type my password to allow it. I type my computer password with my first and last name as the username. It doesnt work. I use my apple ID and password. That doesnt work either.

What happens if you download using GarageBand itself:

If that fails, boot the Mac into Safe Mode, and try again.

If that fails, contact Apple Support, and see if they can sort this.
If there is any possibility that you or others sharing this Mac have been downloading apps using different Apple IDs, then delete GarageBand and re-download it from your Apple ID.
No is macbook pro is being shared. I did try to delete the app and redownload it anyway but then I get the same issue when I try to do that as well.
