I recently upgraded my iPhone and all my old photos are now on my new device, as they should be, except now if I want to play old videos I must first download them. This consumes a lot of data, so I was wondering how I could set my iPhone to download all old videos when on WiFi so I don't have to manually do it when I am prompted that my video won't play without a download.

Do you have iCloud Photos turned on and optimise storage turned on?
You could turn off the optimisation if your new phone is much bigger, big enough to store all your media.
