FWIW, menus are tinted by whatever color is underneath them, unless you have "Reduce transparency" enabled in System Preferences > Accessibility > Display. Unless you had some third-party app that would change the menu color that I'm unaware of, there's never been a way to change the menu color.
Is your Mac in dark mode? You can see this under system preferences, general.
My mac is in dark mode and my menus are so dark as yours

Old late 2012 was starting to die it was sgutting down while working and quit said cause of a error and happened 3 times a day had to get a new one.
Drop down menus will either be whitish or grayish depending on the Appearance setting in System Preferences > General. You cannot choose a color.
