I'm trying to change the carrier on my iPhone, but it's only allowing T-Mobile.

I just bought a iPhone off offer up and I am trying to change the services it is only allowing T-Mobile services

It means the phone is carrier locked to T-Mobile. You'll have to contact them and see if they'll remove the lock so you can use the phone with another carrier.
