While the new Mac Mini can work as you describe, it is a Desktop Computer that works best when a Display, Keyboard and Mouse are used.

FWIW you do not have to buy the expensive Apple Display or Apple Keyboard and Mouse to use with a Mac Mini.

Most any aftermarket HDMI, DisplayPort, USB-C Display or HDMI TV will plug in and work.

Plus any inexpensive USB or Wireless Keyboard and Mouse will work just fine.
