icloud photo storage is sabotaging my e-mail. How do i get my ipad mini 6 back to normal ????

I don't want my pictures stored in icloud. I never access icloud for my photos. Now icloud is full and it is stopping me from getting my e-mail or taking more photos. All my pictures are stored on my flash drive and my computer and my portable hard drive. I don't want my photos stored in icloud. How do I stop my photos from going to icloud? How do I get my ipad to receive and send e-mail again? My previous ipad never had this problem. Now I have a new ipad, and nothing but problems. I even turned off icloud photos to stop any automatic uploads of my photos. I erased some photos to make more room. I keep getting a message that icloud is full. How can I fix this problem? and get rid of icloud photo storage forever.
