Icloud storage grey bar

Do you happen to use other devices with your iCloud such as a Mac or an iPad? If so, there may be content from the other devices that are saved in iCloud or syncing with iCloud that may be taking up this space. If your iPhone is the only device you're using, we'd recommend taking a look at the following resource: Manage your iCloud storage. The following resource should help identify the content that is saved in your iCloud.
