I had a 200gb subscription, after which the payment period ended and I was reset to 5gb. I freed up as much space as possible, but I still get told that my storage is full. The website shows that there is space available. I'm not going to renew anything and want to stay on 5gb.

I have read all the instructions in detail. I myself work as a front-end developer and I am well oriented. it's a service bug. which no one is going to solve.
You can't pay for more space either. why are you ignoring it? Apple employs only loafers who don't care about user problems!
Because of this message, my email is blocked, I do not receive letters on icloud. and Apple employees on the phone take me for a stupid user and do not help solve the problem.
I am in France, and I still do not have the opportunity to prove by phone for 3 hours that I am not a fool and the problem is NOT SOLVED by these instructions.
