Phone is not id calls correctly.

Calls from unknown callers are ringing even though I have “Silence Unknown Callers” turned on. Under “Call Blocking & Identification” the only app I have is “Notebook.” That makes no senseI don’t know how it got there How can I add my contacts there? I think that’s what I need to do.
